Cash payment limits: the statutory ceilings and advances for settlement
The Romanian penalty for breaching a cash limit is 25% of the amount over it, minimum 500 lei — and the breach usually comes from several small payments adding up rather than one large transaction. For a company running expense settlements, the critical one is the separate ceiling on advances for settlement.
The limits that matter in an expense-settlement flow
Advances for settlement: 5,000 lei per day, per person
Payments made out of advances for settlement carry their own daily ceiling of 5,000 lei, set for each person who received the advance (art. 3(2)(e) of Law 70/2015). It is the limit most often reached in a company with business travel, and the one 4expenses actually checks.
Cash advances over the ceiling are flagged

Cash, company card or transfer is recorded on each expense line rather than inferred from context — every later analysis of cash payments starts there.
Cash & carry and the till
For cash & carry stores the limit is 10,000 lei, and cash held in the till cannot exceed 50,000 lei at day end. These are till rules, monitored in accounting rather than on an expense report.
